In its draft charges submitted before a special court in Maharashtra regarding the Elgar Parishad-Maoist links case, the NIA claimed that the accused persons wanted to form their government and "wage a war against the nation."
Earlier this month, the national security agency proposed the draft and on Monday a copy of the draft was made available.
The draft decrees 17 charges against 15 accused which comprises human rights and civil liberties activists. These accused will be charged under several sections listed Unlawful Activities (Prevention) Act (UAPA) and the Indian Penal Code (IPC).
The agency has contended that the named accused were active members of the outlawed terror outfit CPI (Maoist).
The activists arrested in the case are Sudha Bharadwaj, Vernon Gonsalves, Varavara Rao, Hany Babu, Anand Teltumbde, Shoma Sen, Gautam Navlakha amongst others.
According to the charges mentioned in the draft, it says that the key purpose of the accused person was to create a "Jantana Sarkar (people's government) through revolution and armed struggle to seize power from the State".
The draft also stated that the accused were striving to "wage war against the Governments of India and Maharashtra".
Charges are enlisted as the initial step before the accused go for trial in the case, where the prosecution levels the charges against the culprits citing the evidence to be played down on them. Once the chargers are framed, the court would let the accused if they plead guilty or not in the case.

In the draft, the NIA also asserted that the accused had been playing provocative songs and staged short plays and skits in Pune during the Elgar Parishad meeting and also distributed Naxal literature.
"That the criminal conspiracy was an intention to bring about the secession of a part of the territory of India and incite individuals to bring about such a secession," the draft charges said.
It further asserted that the charge had a goal to strike terror in the personalities of individuals by utilizing explosives substances.
"That accused recruited students from various universities including the Jawaharlal Nehru University and Tata Institute of Social Science for the commission of terrorist activity," it claimed.
The accused have been charged under Indian Penal Code Sections the 120-B (intrigue), 115 (abetment of offense), 121, 121-A (taking up arms against state), 124-A (rebellion), 153-A (arms in parade), 505(1)(B) (articulations advancing underhandedness) and 34 (normal goal).
They have likewise been charged under UAPA Sections 13, 16, 17, 18, 18A, 18B, 20 (discipline for fear monger exercises), 38, 39 and 40 (discipline for being important for psychological militant association).

The Elgar Parishad case is recognised with treacherous speeches made at a gathering held in Pune on December 31, 2017, which, the police asserted, set off brutality the following day close to the Koregaon-Bhima war remembrance situated on the edges of the western Maharashtra city.
The arraignment asserted the gathering was coordinated by individuals with supposed Maoist connections.
