Punjab Finance Minister Harpal Singh Cheema on Wednesday tabled Aam Aadmi Party's fourth budget under the theme 'Badalda Punjab' with a total outlay of Rs 2.36 lakh crore. This marks an increase of approximately 15% compared to the previous fiscal year. A significant focus of the Rs 2.36 lakh crore budget was allocated to the fight against drug abuse. Finance Minister Cheema announced a Rs 150 crore allocation for the state's first-ever drug census to accurately determine the number of drug users in Punjab. Punjab budget 2025-26 also includes a substantial allocation of Rs 7,614 crore to continue the popular scheme providing 300 units of free electricity to households, benefiting approximately 90% of families in the state.

Infrastructure of Jalandhar, Ludhiana, and other cities to be improved
FM Cheema allocated Rs 855 crore for the construction of 2,718 kilometers of roads and Rs 155 crore for bridge projects.
Rs 600 crore allocated for improving 1,300 kilometers of rural roads.
Rs 5,983 crore allocated to develop roads in Jalandhar, Ludhiana, Amritsar, and 50 km of other roads on international standards.
Rs 225 crore allocated for providing clean water, sewerage, and streetlights in 166 towns.
Unity Mall in Amritsar and MSME promotion with Rs 120 crore. Unity Mall will have stalls representing all states/UTs. Artisans from across the country will display their products in stalls at this mall. Rs 80 crore allocated for this.
Rs 10 crore for upgradation in Ludhiana’s auto parts sector.
E-buses facilities in Jalandhar, Ludhiana, and other districts
347 new e-buses will be procured to improve public transportation in cities like Amritsar, Ludhiana, Patiala, and Jalandhar. Rs 300 crore has been allocated for urban governance in Amritsar and Ludhiana.
- Technology Extension Centres are to be set up at Amritsar, Hoshiarpur, Jalandhar, Moga, Patiala, and Mohali.
Boost in tourism in Amritsar, and Nangal
In 'Badalda Punjab' Budget 2025, Rs 205 crore has been allocated for the tourism sector, including Rs 33 crore for the Bhagwan Ram Tirath Panorama in Amritsar and Rs 10 crore for developing Nangal as a tourist destination.
Rs. 54 crore has been allocated for a heritage street in Shaheed Bhagat Singh Nagar.
New Judicial Complexes in Punjab
Rs 132 crore has been allocated for new judicial complexes in Dera Bassi, Khanna, and Patiala.
Punjab Budget 2025 Breakdown in Detail
To control Drug Control Initiatives:
Rs 150 crore has been allocated for the first-ever 'drug census' to identify the number of drug users. For the unversed, Yudh Nashian Virudh campaign was launched on March 1, 2025.
2,136 FIRs have been registered under the campaign and 3,816 drug peddlers arrested.
Rs 110 crore has been allocated for border security with 5,000 home guards and advanced anti-drone systems.
For Healthcare
Rs 1,336 crore has been allocated for the healthcare sector, a 27% increase. 65,000 families to receive health insurance coverage up to Rs 10 lakh. As per Finance Minister Cheema, 881 Aam Aadmi Clinics benefited over 3 crore people. Rs 778 crore for the health insurance scheme and ₹10 crore for Farishtey Scheme.
For Education
Rs 17,925 crore has allocated for education. Green School Program recognized Hoshiarpur. 4098 schools equipped with solar panels. 354 principals and teachers were sent abroad for training. Punjab Young Entrepreneurship Program introduced.
Rs 10 crore has also been allocated for Schools of Happiness initiative.
For Employment
Rs 230 crore has been allocated for employment and skill development, a 50% increase from the previous year. As per Finance Minister Harpal Cheema, Mann government facilitated 45,000 placements and provided 51,651 government jobs.
Rs 579 crore allocated for ITIs, with plans to introduce new industry-relevant courses and establish new ITIs.
Water Supply & Sanitation:
Rs 1,614 crore allocated, with plans to provide piped drinking water to 176 villages in 'Badalda Punjab' Budget 2025.

In Agriculture Sector
Rs 9,992 crore allocated for power subsidies to farmers.

Rs 979 crore allocated for sports development, the highest ever in Punjab's history, to establish sports grounds and gyms in every village under the "Khed-Da Punjab, Badalda Punjab" initiative. 3,000 indoor gyms will be built.
Electricity & Urban Development
Rs 7,614 crore allocated for 300 units of free electricity. Installation of 2.5 lakh streetlights under Mukh Mantri Street Light Yojana. PSPCL improved from 'B' to 'A' grade.
Environment & Forests
3 crore trees to be planted. 268 'Nanak Bagichis' established. Rs 281 crore allocated for eco-tourism development.
Urban Governance
347 electric buses to improve public transport. Rs 300 crore for urban governance in Amritsar and Ludhiana.
Village Development (Badalde Pind, Badalda Punjab)
Rs 3,500 crore for strengthening infrastructure in 12,581 villages. 'Badalde Pind, Badalda Punjab' scheme with sewerage treatment, sports grounds, and streetlights.
Revenue & Taxation
The Excise Department reported a revenue of Rs 10,350 crore, a 63% increase. A target of Rs 11,200 crore has been set for the next fiscal year. GST revenue reached Rs 25,502 crore. A one-time settlement scheme for VAT arrears benefited 70,313 dealers, generating Rs 164 crore.
Doorstep delivery of government services will now cost Rs 50, with the government subsidizing the remaining Rs 70.
Rs 585 crore allocated under the "Rangla Vikas Scheme" to be implemented at the district level for basic development works, with each district receiving Rs 5 crore.
