Prime Minister Narendra Modi on Tuesday visited Chandigarh. PM Modi reviewed the implementation of 3 new criminal laws at Punjab Engineering College (PEC) in Chandigarh. During this, Home Minister Amit Shah was also with him. PM Modi also saw the demo of the laws implemented in Chandigarh,- the Indian Judicial Code, the Indian Civil Defense Code, and the Indian Evidence Act.

Addressing a massive crowd in Chandigarh, PM Modi started his speech saying, "..coming to Chandigarh feels like I have come among my own people (home). Chandigarh's identity is linked to 'Shaktiswapoor' Goddess Chandi. Goddess Chandi is that form of Shakti from which truth and justice are established. This is the same thought behind Bharatiya Nyay Samhita and Nagrik Suraksha Samhita."

PM Modi's address in Chandigarh in 8 points-

1) 'People thought that if the British left, they would get freedom from their laws'

PM Modi said that the rebellion against the British started in the country in 1857. After that in 1860, the British made the IPC. The purpose of these laws was to punish the Indians, to enslave them. The country got independence in 1947 after the sacrifice of many people. When the morning of independence came, what kind of dreams were there, and how much enthusiasm was there among the people? People thought that since the British are gone, they will also get freedom from the laws of the British. These laws were the means of exploitation of the British, through which they wanted to strengthen their power in India.

2) 'Even after independence, we kept carrying the laws for slaves'

PM Modi further said that even decades after the independence of the country, we kept revolving around the same penal code. Although there were some changes in these laws, their character remained the same. Why should we carry the laws made for slaves in an independent country, neither did we ask them this, nor did the people ruling understand it. These affected India's development journey. The country should now come out of that slavery. Rational thinking was necessary for this.

3) 'I put these things in front of the people from the Red Fort'

PM Modi said that on 15 August, I had put this thing in front of the people from the Red Fort. PM Modi said that the notification of these 3 new laws was issued in 2020. After this, suggestions were taken from many places. High Court judges and people were talked to in this. The challenges faced in the justice system in the 7 decades of independence were discussed.

4) Zero FIR made legal, everything time-bound

The PM said that these laws are becoming protectors of the rights of citizens. Earlier it was difficult to get an FIR registered. Now Zero FIR has been legalized. A copy of the FIR will be given to the victim. If any case has to be removed from the accused, then the consent of the victim will be necessary. The police cannot forcibly detain anyone, his family members have to be informed. Now the accused cannot be kept in jail for a long time without punishment.

Apart from this, many new things have been included in the new laws. Everything has been time-bound in this. Now summons will be sent to people directly on the phone. Digital facts will be valid. In case of theft, matching fingerprints with video will be the legal basis.

5) Poor and labourers will no longer be afraid of courts

The PM said that poor and weak people were afraid of the name of the law. Earlier they were afraid of stepping into courts, but now the Indian Code of Justice will work to change this mindset of people. This is true social justice. The assurance of which has been given in our constitution.

The Indian Code of Justice, the Indian Civil Security Code, is full of sensitivity towards every victim. It is equally important for the citizens of the country to know its nuances.

6) The fight against corruption and terrorism will be strengthened

The PM said that the fight against terrorism will also be strengthened with these new laws. The new law will bring progress to the country. The problem that was faced in curbing corruption due to legal hurdles will be removed. Earlier, foreign investors did not come to India because if a case was filed, years would pass.

7) First Article 370, Triple Talaq, and now Waqf Board is being discussed

The PM said that when some laws are made, there is a lot of discussion, like Article 370, and Triple Talaq. Now Waqf Board is being discussed. Today is International Day of Disabled Persons. These people were also members of our family. In the old laws, such derogatory words were used for them, which civilized society does not accept.

8) The basis of the draft of these laws is Maa Chandi

PM Modi said that coming to Chandigarh makes me feel that I have come among my own people. The identity of Chandigarh is associated with Shakti Swaroopa Maa Chandi, that is, the form of power, which establishes truth and justice. This is the basis of the drafts of all three laws.
