Congress on Saturday wrote a letter to the Governor of Goa Mridula Sinha about the declining health of the Goa CM Manohar Parrikar and claimed to form their government in the coastal state assembly being the single largest party quoting the Bharatiya Janata Party to be in minority. The letter was signed by the Leader of Opposition who is also a Congress Leader Mr. Chandrakant Kavlekar.
"Consequent upon the sad demise of Francis D'Souza, MLA, who belonged to the BJP, it is humbly submitted that the incumbent BJP-led state government under the leadership of Manohar Parrikar, which has long lost the trust of the people and now also lost strength in the House," said the letter.

"Also, we anticipate that numbers of the BJP may further dwindle," he added.
"It is, therefore, incumbent upon you to dismiss the state government led by the BJP to ensure that the Indian National Congress, which is the single-largest party in the august House and is presently enjoying the majority, be called to form government," Mr Kavlekar said.
The claims to form government were unexpected as the health of the Goa CM had been quoted as 'stable' by the Chief Minister office.
