In order to maintain law and order and for the safety of people in the jurisdiction of Police Commissionerate Jalandhar, Deputy Commissioner of Police Ankur Gupta, exercising powers under Section 163 of the Indian Civil Security Code, has ordered all restaurants, clubs and other such licensed establishments to be closed by 12 midnight.
The order states that no order for food, beverages etc. shall be taken after 11:30 pm in any restaurant, club or other licensed eatery within the limits of Police Commissionerate Jalandhar and no new customer shall be allowed to enter the restaurant, club or other licensed eatery. Premises adjoining liquor shops should be completely closed by 12 midnight or as per the license conditions.
The order directs all institutions to adhere to the sound level limit of 10 (A) db. The order also states that all sources of sound generation including DJs, live orchestras/singers should turn off their sound by 10 pm or reduce it to a minimum. The sound generated inside any building or premises after 10 pm should not be heard outside the boundary wall. In case of vehicles equipped with music systems, the sound generated from the music system should not be heard outside the vehicle at any time of the day.
In another order, the DCP has banned the use of horns in silence zones except in public emergencies and in residential areas between 10 pm and 6 am. Similarly, near the public places, where sound systems or public address systems or any other sound producing source is being used, the sound should not exceed 10 dB(A).
As per the orders issued by the Deputy Commissioner of Police in reference to the order of the Hon'ble Supreme Court, except in case of public emergency, no person shall play drums or horns, use any sound producing equipment or use loudspeakers and DJs between 10 pm to 6 am. Similarly, the noise level of privately owned sound system or sound producing equipment in private place shall not exceed 5 dB(A) and if these orders are found to be violated, the sound system and equipment are liable to be confiscated. These orders will remain in force till 25 February 2025.
