In order to provide intense training, research and development and policymaking, the central government has planned to establish a world-class National Police University.

The institution will work in the domains of education and research like policing, law enforcement and related areas of internal security and public safety. The location of the university is yet to be decided by the government.

"In the first instance, the university would offer courses in Police Sciences, Cyber Forensics, Risk Management and Criminology," according to the Ministry of Home Affairs.

University to be funded by GOI

The ministry also informed the Lok Sabha in a reply that the University will be funded by Government of India. The functioning of the University is incumbent upon the Legislation of the National Police University Bill in the Parliament.

"For Modernisation of Police, Central Government allocates funds as support incentive to State Governments for implementation of Police reforms, under the scheme of 'Assistance to States for Modernisation of Police'," the MHA said.

The Government of India is consistently focusing on modernisation of police and police reforms and the university would be a part of it.

Salient features of the scheme

Informing about the salient features of the scheme, Reddy in a press release stated that under the Modernisation of Police Forces vertical, central assistance will be provided to the State Governments for weapons, equipment for Forensics, Information Technology, Communication, Training, etc.

"To facilitate targeted interventions, 'mobility' and 'construction of police infrastructure including housing' are permitted only in cases of Jammu and Kashmir, insurgency affected North Eastern (NE) States and Left Wing Extremism (LWE) affected districts," the Ministry added MHA.

*Andhra Pradesh Police Academy:

Telangana State Police Academy also known as TS Police Academy Hyderabad and TSPA is a government institution that prepares candidates for service in the police and other law enforcement agencies, forensic scientists, and criminal justice.

It is located in Manchirevula neighbourhood of Hyderabad, India.TSPA works in collaboration with UNODC. It is recognised as a "Benchmark" Training Institute.

After the division of Andhra Pradesh state into Telangana and Andhra, the academy was listed in Schedule 10 of AP Reorganisation Act, 2014.

*Bihar Police Academy

Bihar Police Academy is the government institute for training of state police officers in the state of Bihar. The academy's new campus is located in Rajgir.

The Academy is the state police training institution for the state of Bihar. The institute provides training to new police recruits in the ranks of Deputy Superintendents, Police Inspectors, Assistant Police Inspectors and Sub Inspectors. It also provides training in various fields to serving state police officers.

*Jagjivan Ram Railway Protection Force Academy

The Jagjivan Ram Railway Protection Force Academy (JRRPFA), Lucknow is a training institute run by the Indian Railways to impart training to new joiners to the Indian Railway Protection Force (RPF). It was established in 1955 at Lucknow and has since been renamed to Jagjivan Ram RPF Academy [JJRPF Academy] in honour of the Indian freedom fighter and former Deputy Prime Minister. This academy is now headed by a director of the rank of Inspector General of RPF. Shri Anjani Kumar is IG cum Director of this academy since July 2015 and Shri R.S. Chauhan is DIG(Training) since February 2016. The total land area of the Academy is 46.3 acre.

*National Industrial Security Academy

The National Industrial Security Academy commonly abbreviated as NISA) is an institution of Central Industrial Security Force (CISF) for training in industrial security and disaster management. The academy is situated in a 237-acre (96 ha) campus at Hakimpet, Medchal–Malkajgiri District, on the outskirts of Hyderabad, Telangana.

Established in 1990 in its present form, the academy imparts basic induction training to the directly recruited and promoted through departmental examinations assistant commandants and sub-inspectors, as well as provides professional and specialised courses for the personnel of CISF, other Central Armed Police Forces, state police, and public sector undertakings in India. NISA is headed by an Inspector General rank officer, designated as the director; this post is currently held by Anjana Sinha, an Indian Police Service officer from Andhra Pradesh-cadre. The academy has been recognised as the centre of excellence in industrial security management by the Government of India.

*North Eastern Police Academy

North Eastern Police Academy (NEPA) is the Indian North Eastern institute for training of DySP, Sub-Inspector and Assistant Sub-Inspectors before they are sent to their respective state cadres to carry out their duties. Academy has various background checks, Examination, Physical Requirements, Medical Requirements, Legal Training, Driving Skills, Equipment Training, Firearm Training, Swimming Training and Jungle Camp etc for new police recruits. The academy is in Ri-Bhoi District, Umsaw, Umiam, Barapani, Meghalaya, India. North Eastern Police Academy is the premier police training institution in India.

*Rajasthan Police Academy

Rajasthan Police Academy (RPA), is the premier institute for training of Rajasthan Police Service (RPS) officers and other Subordinate Police officers before they are sent to their respective districts to carry out their duty. The Academy is in Jaipur, Rajasthan, India.

Rajasthan Police Academy is one of the top six police training institutions in the country as adjudged by Bureau of Police Research and Development, Ministry of Home Affairs, Govt. of India.

*Sardar Vallabhbhai Patel National Police Academy

Sardar Vallabhbhai Patel National Police Academy (SVPNPA) is the premier police training institution in India. The institute trains Indian Police Service (IPS) officers before they are sent to their respective state cadres to carry out their duties. The academy is in Hyderabad, Telangana, India.
