District Election Officer-cum-Deputy Commissioner Dr. Himanshu Aggarwal told the representatives of political parties today that all the necessary arrangements have been made by the district administration for the nomination process for the Jalandhar Lok Sabha constituency which is going to start tomorrow from May 7.
During a meeting with the representatives of various political parties at the district administrative complex here, the district election officer said that the gazette notification will be issued tomorrow on May 7, after which nomination papers can be filed till May 14. He said that the scrutiny of the papers will be held on May 15, while the last date for withdrawing the papers is May 17.
Dr. Himanshu Aggarwal said that from the date of nomination paper notice till the last date of submission of nomination paper (excluding holidays on May 11 and 12), nomination papers can be filed at the DC courtroom from 11 am to 3 pm. He also informed that nomination papers will be taken from the candidates even on May 10, i.e. a holiday.
The Deputy Commissioner also reviewed the preparations for the nomination process. Apart from the necessary arrangements at the DC courtroom, he also gave necessary guidelines to the officials after reviewing the arrangements for security, parking etc.
He said that only three vehicles will be allowed to be taken within a radius of 100 meters from the DC courtroom at the time of filing the nomination. While filing papers in the DC court room, only 5 persons including the candidate will be allowed to enter the room. He said that the entry of those coming for nomination will be from the police commissioner's office side.
He said that the nomination forms can also be obtained from the Election Office located at the District Administration Complex (in both Punjabi and English languages).
He also said that the nomination paper can be filed to the Returning Officer by the concerned candidate or his proposer in person and ensure that the form is duly signed.
The Deputy Commissioner said that all the columns of the affidavit (Form No. 26) should be filled in and it should be notarized. Likewise, the candidates must include their Scheduled Caste Certificate in the nomination papers.
He also told the representatives of the political parties that approval from the Assistant Returning Officer of the concerned area is necessary before conducting any kind of rally/march and it should be ensured that the police department is informed in this regard.
He said that it is necessary for the candidates to keep an account of election expenses from the date of their nomination to the date of declaration of election results. It should also be ensured that a separate bank account is opened for election expenses and all expenses are made through this account.
The District Election Officer urged the representatives of the political parties to ensure strict compliance with the instructions of the Election Commission so that the election process can be conducted in a smooth manner. He said that political parties/candidates can coordinate with the district administration for any information.
It is worth mentioning that the District Election Officer has also authorized Assistant Returning Officer, Kartarpur-cum-SDM to collect the nomination papers from.
On this occasion SDM Balbir Raj Singh, Election Tehsildar Sukhdev Singh, Election Kanoongo Rakesh Kumar and representatives of various political parties were also present.
