One of the reasons why The Penguin killed Victor was revealed by him when he was talking to him while sitting outside the hospital. Oz says that Victor has seen him at his lowest and knows about his weakness i.e. his mother. Also, it was Victor's plan that influenced number 2 of every organised crime members of various gangs to turn on their heads. The Penguin accepts that Victor has outwitted him and he never thought of this. This was another reason why The Penguin killed Victor. One more reason why Oz killed Victor as he stated that he feels that Oswald has now become his family. Since, Oz is already twisted when it comes to family, it may also have been contributed to Victor's murder.

“When I created Victor, I did start thinking about Batman and Robin, and how a guy like Oz could use a Robin, in his way,” she says. “But at the same time, knowing that in crime stories it’s very common for older men to groom younger men, they tend to find young men who have a void within them.” LeFranc was quoted by Variety explaining this is why she killed off Victor’s parents: giving him a lack of attention, even love, for Oswald to fill.

LeFranc further revealed that she told Feliz about his character’s fate on the first day they met. "...it felt important for me to give Rhenzy a sense of who Victor was throughout, and then also for him to understand why his relationship on a deeper level for our show was so important to Oz.” She credits Feliz’s thoughtful, tender performance for amplifying that feeling of tragedy and loss that follows Oswald’s choice. "I remember so many moments watching him on set being like, as crude as this might sound, ‘This is going to work, because I love him and he’s going to break my heart’ — and I hope that means he breaks other people’s hearts, in that terrible moment."

Talking about The Penguin characters guide, it features Colin Farrell playing Oz Cobb, Cristin Milioti playing Sofia Falcone (later known as Sofia Gigante), Rhenzy Feliz playing Victor “Vic” Aguilar, and more in the leading roles.
