The Punjab Police has registered an FIR in the case of young farmer, Shubhkaran Singh, who died at Khanauri border, allegedly due to a rubber bullet. The FIR was registered under sections 302 (murder) and 114 (abettor present when offence is committed) of the Indian Penal Code at the Patran Police station in Patiala on the request of the deceased’s father. The FIR has been registered against an unknown individual.
Shubhkaran (21) was killed in clashes on the Punjab-Haryana Border at Khanauri of February 21. Agitators were pelted with tear gas shells and shot at the protestors with rubber bullets. Shubhkaran was allegedly hit in the back of his head by a rubber bullet which led to his death. There was a bullet-like injury mark on the back of his head.
Punjab IGP Sukhchain Singh Gill informs that, "In the matter of Shubhkaran (Singh), after consulting the legal experts, Punjab Police has registered zero FIR. Further investigation will be done as per law and his family is performing his last rites today. Punjab CM Bhagwant Mann provided compensation of Rs 1 Crore to the family and a daughter in the family is being given the job of a Constable.
It is also important to note that registration of this ends the stalemate regarding Shubhkaran’s post-mortem. They were adamant that the FIR be registered before the post-mortem be conducted. Shubhkaran’s body is currently being kept in the Rajindra Hospital mortuary in Patiala. As per farmer leader Sarwan Singh Pandher, the body will now be taken to his native village in Bathinda and his last rites will finally be performed.
The FIR, lodged on the complaint of Shubhkaran's father, was registered against an unidentified person. According to the FIR, the place of occurrence has been shown at Garhi in Haryana's Jind district. Khanauri is located near Jind district.
