As India has lifted air travel restrictions in its fourth leg of coronavirus induced lockdown, people are now able to travel pan India in a staggered way. Domestic passenger flights have resumed their operations on May 25 and the Centre has come out with guidelines for flyers. 

According to the protocol, arriving passengers need to self-quarantine and monitor their health for 14 days. However, states are free to make changes in the existing protocol or can develop their own for isolation and quarantine of incoming passengers. 

Uttar Pradesh: All the travellers to the state will be under home quarantine for 14 days unless they are staying for less than a week or if they clear coronavirus test earlier. Those on a business visit are exempted, but they will have to provide details of stay and can only stay for a period of seven days.

Karnataka: Those travellers coming from states which have reported most number of COVID-19 cases will be kept in institutional quarantine for seven days and if tested corona-negative, they will have to spend next seven days in home quarantine. 

Karnataka has classified Maharashtra, Gujarat, Delhi, Tamil Nadu, Rajasthan, and Madhya Pradesh as “high prevalence" states. The passengers coming through remaining states in the country will have to undergo 14 days of home quarantine.

Tamil Nadu: The state government has only allowed 25 incoming flights to Chennai on a daily basis. However, other airports across the state do not have such restrictions.
It is mandatory for all the domestic air travellers flying into Tamil Nadu to register their details online in TNePass Portal. After obtaining the flight tickets, the travellers shall register their details in TNe-pass portal following the link https://tnepass.tneaa.orq duly selecting the airport of arrival in Tamil Nadu.

Punjab: 14-day home isolation has been advised by the state.

Himachal Pradesh: The govt said that incoming passengers have to be in a 14-day Institutional quarantine (IQ).

Chandigarh: No quarantine needed.

Odisha: All professionals, govt officials, businessmen are exempted from quarantine if they return within 72 hours. Others need to home quarantine for 14 days.

Bihar: No quarantine needed.


Assam: A seven day IQ is to be followed by a 7 day home isolation. Only those who return the same day will not be quarantined.

Mizoram: Travellers are allowed to enter the state only after they have a special permit that is issued by the state home department.

Kerala: Govt has announced that all travellers have to register online and undergo home quarantine for two weeks. The state govt has also arranged its own quarantine facilities. 

Madhya Pradesh: A 14 day IQ for symptomatic passengers 

Chattisgarh: As per the govt guidelines, those showing no symptoms would be placed in 14-day quarantine at government centres, homes or paid facilities. Passengers will have to submit a written undertaking they will strictly follow isolation norms.

Tripura: Domestic air operations did not resume in Tripura from Monday as all flights operating to and from Agartala stand cancelled, according to Maharaja Bir Bikram (MBB) Airport's officials.

Andhra Pradesh: 14 day home quarantine or people may opt for a govt quarantine facility

Goa: Incoming passengers without a COVID negative certificate will have to undergo a test for RS 2,000 and home isolation till they get the results

West Bengal: Government officials said on Sunday night that airports in Kolkata and Bagdogra in cyclone-hit West Bengal will not operate any domestic flights between May 25 and 27 but will handle 20 flights each per day from May 28

Jammu and Kashmir: The state govt has informed that all passengers coming to Jammu and Kashmir by domestic flights will be kept in IQ for 14 days and will be tested for coronavirus using RTPCR test. 

However, pregnant women in the last trimester, cancer patients on chemotherapy, chronically ill patients discharged from a hospital after a surgical procedure, dialysis patients, mothers with infants below one year, children below 10 years travelling alone without a family member, government of India personnel on bona fide duty and passengers with a COVID negative certificate issued from an ICMR approved lab not older than 48 hours before the arrival date, will be directly sent to 14 days home quarantine.

Delhi: All asymptomatic passengers can exit the IGI airport after the mandatory thermal screening. However, passengers with mild symptoms can home-isolate or choose government or private facility, and those showing severe symptoms will be isolated and taken to a government facility. Aarogya Setu application for all passengers is mandatory
