Jack Ryan Season 4 storyline
Before coming to the question, let's discuss Jack Ryan Season 4's storyline in brief. The series starts with the assassination of the President of Nigeria in his own residence by none other than the CIA (not confirmed). Thereafter, the series shows that Jack Ryan is now the acting Deputy Director of the CIA, while Elizabeth Wright is the Director of the CIA. For those who are unaware, it was Jack Ryan and Elizabeth Wright who saved the United States of America and Russia from going to war. This helped them earn the top position at the CIA.
However, suspense soon starts to crip in when the President of the United States of America asks Ryan whether the CIA is involved in the killing of the President of Nigeria. Not only this, he also informs that he has to face th US Congress and the senators will ask him the same questions. Now, coming straight to the question about What is Project Pluto- it was one of the nine black ops run by former CIA Director Miller in the series. In the first two episodes, Ryan tried to figure out what is Project Pluto but all go in vain since it was written in coded messages and also some information were hidden. As a result, Ryan shut down all the 9 ops run by Miller and also cut its financing. As a result, Chavez breaks into Ryan's house and warns him to start Project Pluto once again.
Later in the episode, Chavez informs Ryan that he has been working undercover with the Marquez cartel in Mexico. He was told to do whatever Marquez wanted, which included killing off his competition. Later, Chavez discovered the cartel was going into business with the Silver Lotus Triad from Myanmar. On the surface, their collaboration was focused on drug trafficking, but it turned out that something much bigger was at stake.
Jack Ryan then informs the President about Project Pluto and Agent Chavez. He also mentions the deal between the Triad and the cartel. He reveals that should everything go as their enemies have planned, they will have unprecedented access to America, which means they could bring in everything from drugs and weapons to suicide bombers.
