Lok Sabha security breach on Wednesday sparked a massive uproar nationwide with the opposition leaders and the people of India were left with one common question- how did two intruders enter into the Parliament? On Wednesday, two intruders jumped from the visitors' gallery into the main arena of Lok Sabha and hurled 'smoke pistols' onto the leaders present there. Many leaders were present inside the Lok Sabha including Congress leader Rahul Gandhi when the Parliament security breach took place. While initial investigation has revealed that the intruders used an entry pass cleared by a BJP MP in Mysuru, the question arises who is responsible for Parliament's security? Who looks after Indian Parliament Security?

 

As per reports, Delhi Police looks after the security of Parliament from outside. Meaning, Delhi Police is responsible for security cover outside the Parliament. However, the security of the Parliament from the inside does not come under Delhi Police jurisdiction. The report quoted a Delhi Police official who informed that inside the Parliament and at entry/exit gates, security is controlled by the special Parliament Security Services and the CRPF. 

 

A Delhi Police official was quoted saying, "For now, we know the persons managed to get general visitor passes. You have to apply for these passes beforehand and a background check is done. Inside the building there are security checks and scanners. However, the persons managed to carry smoke sticks and then break into the Lok Sabha. At present, they are with the parliament security services. The officials will later hand them over to us and file a complaint."

 

Indian Parliament Five-Level Security Cover

 

At the epicenter of the Parliament’s security is the Joint Secretary (Security), a figure entrusted with the massive responsibility of overseeing operations involving Parliament Security Services, Delhi Police, Parliament Duty Group, and various allied security agencies.

Notably, the agencies do not have only manpower but also technology. 

 

Furthermore, tyre killers and road blockers are strategically placed and a Security Power Fence adorns the perimeter, creating a threat to intruders. A joint command and control centre has been established for better coordination.

 

Security Officer/Assistant Director (Security) will ensure proper checking of passes of persons moving inside Parliament House building and raise cases of misuse, if any to the Deputy Director (Security).

 

All Supervisory Officers take frequent rounds of their respective areas of responsibility to intercept any person moving around in a suspicious manner.
