It found out that Zail Singh was then Home Minister of India and he indeed paid a visit to Tihar Jail. Notably, Black Warrant has also showcased that Zail Singh was made to wait at the Tihar Gate by jailor Sunil Kumar Gupta. Gupta requested Zail Singh to fill out the procedure form and then enter the Tihar Jail. Zail Singh had no objection to it.
Zail Singh visited Tihar Jail to inspect whether Charles Sobhraj was actually getting VIP treatment in the jail or not. However, the Tihar administration made sure that Charles stayed like a normal prisoner just for some time.

But, after seeing the prisoners, Zail Singh left shell-shocked and angry as they were totally drunk On being asked how prisoners are getting liquor inside jail, one of the prisoners picked out a bottle and gave it to Zail Singh to have a sip.
It is pertinent to mention here that no official report suggests that Zail Singh was offered liquor in Tihar but Sunil Gupta in an interview has confirmed this as a true story. For the unversed, Zail Singh served as India's Home Minister from 1980 to 1982.
