Who is the owner of Rau’s IAS Study Circle?

As per reports,  Civil Services aspirants have written to President Droupadi Murmu regarding the fatalities of students due to “criminal negligence” of the coaching institute and MCD officials. Demanding a public apology from the well-known coaching centre, they said that MCD should call the incident “murder” and not “accident.”

Congress leader Pawan Khera while talking to a newswire said,  "This is a man-made tragedy. It is not a natural disaster. How was a coaching centre running in the basement? Did they have licenses? Did they have all the papers from MCD? We have not got answers to these questions. It is very easy to question each other and make allegations and counter-allegations but the common man is suffering in this... Such an insensitive government in the national capital is extremely wrong, be it MCD or the government..."

Delhi's LG took to his official X handle and wrote, "I am deeply anguished by the  death of 3 Civil Services aspirants due to water logging in the basement of a coaching centre and that of another student due to water logging related electrocution. That this should happen in the Capital of India is most unfortunate & unacceptable....

Reportedly 7 other citizens have died due to electrocution in the past few days. My deepest condolences to the families of those who have lost their lives. You are in my thoughts and prayers...I have been keeping a close watch over the situation & followed the rescue operations by Delhi Police & Delhi Fire personnel etc personally. These incidents clearly points towards criminal neglect & failure of basic maintenance & administration by concerned agencies & departments."
